Frances Stetson, Ph.D. is president of Stetson and Associates, Inc., an educational consulting firm located in Houston, Texas. Frances has been a classroom teacher, TEA Chief Consultant, Director of a national project funded by the Office of Special Education Programs (OSEP) of the U.S. Department of Education on inclusion, and a regional Director of Special Education and of General Education and Accreditation. She has authored the chapters on Least Restrictive Environment for the Annual Report to Congress on IDEA six times; served as a consultant to OSEP and hundreds of schools and districts and in two foreign countries for the George Soros Foundation.
Stetson & Associates employs a team of senior consultants with expertise in a wide array of issues facing schools, districts, and state departments of education. Their focus is on systems-change and a full spectrum of services to support school leaders.
