Inclusion is not a new concept. Including students with diverse learning needs has been a federal mandate since 1975 when Congress enacted PL94-142, “The Education of All Handicapped Children Act.” Over the next thirty years there have been several revisions to the original law, now referred to as the Individuals with Disabilities Education Act, or IDEA.
